Public Health Advocates Forum: Hosted by the American Public Health Association and Public Health Institute

The Forum will accomplish the following primary objectives:

  • To provide an update on key federal legislation impacting the public's health;
  • To hear updates on APHA and PHI advocacy priorities on topics including child nutrition reauthorization and health reform;
  • To discuss action steps that advocates can take to support national public health priorities; and
  • To review how individuals, organizations and partners can best collaborate and speak with a unified voice to advocate for public health now and in the future.






    Donald Hoppert

    Don Hoppert is the Director of Government Relations at the American Public Health Association (APHA), the oldest public health association in the country. In this role, he leads the association's government relations and legislative advocacy activities on a variety of legislative issues including health reform, environmental health, funding for the Centers for Disease Control and Prevention, injury control and prevention and physical activity, nutrition and obesity. He also served as Director of Federal and Congressional Affairs at APHA from 1998 through 2004.

    From 2004-2006, Don was a public policy and public affairs consultant in San Francisco, CA where he worked for both corporate and nonprofit clients on a variety of public policy issues, including prescription drug access, tobacco control, and emergency health services.

    Don served as a Congressional aide to U.S. Representative Sherrod Brown from 1994 through 1998. He advised Representative Brown on several legislative issues including the environment, financial services, education and crime and judicial matters.

    Jesseca Boyer
    Government Relations Manager

    As Government Relations Manager for the American Public Health Association (APHA) Jesseca Boyer oversees member advocacy and coalition activity related to a broad policy portfolio including, but not limited to, health workforce development, infectious diseases, food safety, reproductive health, and global health. In addition, she coordinates Friends of HRSA (Health Resources Services Administration), a public health funding advocacy coalition comprised of more than 170 organizations collectively representing millions of public health and health care professionals, academicians, and consumers.

    Prior to joining APHA, Boyer worked for Chairman Waxman on the Oversight and Government Reform Committee's health team. While with the Committee, Jesseca focused primarily on global and reproductive health issues, working on the President's Emergency Plan for AIDS Relief reauthorization and staffing other health related investigations, delegation trips, and hearings. Jesseca’s previous professional experiences also include working for the National Center on Education and the Economy, the National Committee for an Effective Congress, the Governor's Council on Disabilities and Special Education for the state of Alaska, and two U.S. Senate campaigns.

    Jesseca earned her BA in Political Science from the University of Alaska, Anchorage.     Matthew Marsom is the Director of Public Health Policy and Advocacy for the Public Health Institute (PHI). The Public Health Institute (PHI) is an independent, nonprofit organization dedicated to promoting health, well-being and quality of life for people throughout California, across the nation and around the world. Mr. Marsom is responsible for designing and implementing PHI strategy for monitoring and influencing public policy, legislation and regulations affecting PHI projects and public health policy relevant to PHI interests.
